15% of downtown Vancouver condos sit empty, turning areas into ghost towns: Study

An analysis of Vancouver’s empty condo rate or those occupied by foreign residents, by UBC planning professor Andy Yan, reveals much of the downtown core is starting to look like B.C.’s ghost towns — with apartments languishing empty, businesses closing down and residents not feeling the sense of community they bought into.

Yan’s data suggests that other than in the West End, 14.9 per cent of the condos downtown, or 5,710 units, are unoccupied.

This includes some of the ritziest, eye-catching real estate in the city — particularly in Coal Harbour — where one in four condos are either empty, or not lived in by their owners.

UBC economics and real estate professor Tour Somerville says that number is closer to 65 per cent for the immediate area.

“I don’t find it surprising, particularly when you’re talking about Coal Harbour — including the Expo Land properties — that we’re likely to get buildings there with units that are owned and not occupied,” said Somerville, in his booming baritone.

“Once you get out of the downtown core, that percentage drops to about 25 per cent,” he said Thursday.

Overall, Vancouver’s rate of non-resident occupancy dwellings is the third highest in the country at 7.7 per cent overall, behind Windsor, Ontario (9 per cent) and London, Ontario (8.6 per cent).

Is it foreign investors using Vancouver as a summer spot?

Is it the price of rent in the city?

Yan’s data doesn’t distinguish between the two, and Somerville says until there’s a supply constraint in the city — which there isn’t, with so many unsold units — this shouldn’t be an issue for the city.

Vancouver city councillor Geoff Meggs acknowledges foreign investors have had an impact on the city, but isn’t opposed to the idea.

“I only have a problem with it if investors are leaving units empty,” Meggs said.

But it’s a problem to local small business owners and residents — especially in Coal Harbour — who have bought into the neighbourhood expecting more of a community, and more business.

Rofie Tu, who runs Harbour Front Market, says her father bought the Coal Harbour convenience store in 1999.

Since then, she says, foot traffic has slowed to the point where it’s only tourists and businessmen coming out of conferences that she serves.

“The prices are too high here. Local people can’t afford (to live here). That’s the reason,” Tu said.

“You see around the area, small grocery stores are closing up. A lot of small companies are closing up,” she said.

Resident Margaret Klima has seen the boom-to-bust effect foreign investment has had in cities like Hong Kong and San Francisco, and says she sees similarities here in Vancouver.

“I thought it would become more of a community — which it has — but it’s pretty quiet around here,” said Klima, who owns in False Creek but spends time in Coal Harbour.

“When investors start pulling their money out for investments that are better for them, they’ll take the money out and leave a market that’s not so good behind,” she said.

The New Homes Registry can be used to find out if a new home or home under construction is being built by a licensed Residential Builder and has home warranty insurance.

In British Columbia, builders must be licensed by the Homeowner Protection Office and arrange for third-party home warranty insurance or obtain an applicable exemption in order to obtain a building permit or commence construction on a new home.

Homebuyers should check to see if their builder is licensed. The Homeowner Protection Office has the only public registry of Licensed Residential Builders which can be searched by licensee name, company name or geographic area.

Minimum coverage and allowable exclusions for third-party home warranty insurance are set by legislation. As a minimum, homes built by Licensed Residential Builders must have the
2-5-10 Year Home Warranty Insurance - the strongest construction defect insurance in Canada. Some new homes have warranty insurance coverage that exceeds the minimum requirement.

Home warranty can only be provided by insurance companies approved by the provincial Financial Institutions Commission to provide home warranty insurance. Ask what type of warranty is included in the new home and get it in writing.

The New Homes Registry can be used to find out if a new home or home under construction is being built by a licensed Residential Builder and has home warranty insurance.

The 2% BC Transition Tax on new homes coming April 1, 2013

 
 

If you are planning on buying a new home over the next two years, then you need to know about the 2% BC Transition Tax.

It is a new tax that comes into effect on April 1, 2013. It will apply to the sale of new residential homes that are 10% or more complete as of April 1, 2013. The 2% BC Transition Tax will end on March 31, 2015.

The 2% BC Transition Tax applies to the full price of a new home, which is 10% or more complete, where ownership or possession is on or after April 1, 2013, but before April 1, 2015. The 5% GST also applies to the full price of a new home, where ownership or possession is on or after April 1, 2013.

With the end of the HST and the return to the PST/GST system, the BC government chose to introduce the 2% BC Transition Tax as a way, in their words, “to ensure the equitable application of tax for purchasers of new residential homes currently under the HST system” and after April 1, 2013 when the province returns to GST on new residential homes. The government also wishes to replace some of the revenue lost through the return to the PST.

BC’s portion of the HST will no longer apply to newly built homes where construction begins on or after April 1, 2013. Builders will once again pay 7% PST on their building materials (construction inputs). The provincial government asserts that on average, about 2% of the home’s final price is embedded PST that builders pay on their building materials.

For newly built homes where construction begins before April 1, 2013, but ownership and possession transfer afterwards, purchasers will not pay the 7% provincial portion of the HST. Instead, purchasers will pay 5% GST and the 2% Transition Tax on the full house price. The Transition Tax rebate for builders (sellers) recognizes that the builder will not be able to claim input tax credits on the PST paid on building materials acquired after March 31, 2013. The rebate is available where both of the following conditions are met:

  • The 2% BC Transition Tax applies to the sale of new housing; and
  • Construction or substantial renovation is at least 10%, but not more than 90%, complete before April 1, 2013.

You don’t have to spend money to have a good time in this town. From heron viewing to Celtic street parties and bike touring the pretty pink cherry blossoms, here are five spring events and activities in Vancouver that are free.

1) Visit the Pacific great blue herons at Stanley Park, ongoing
Spring is surely here. Over the last few weeks our urban great blue heron colony has set up camp at their Stanley Park nesting ground for the 13th year in a row. Find these big majestic birds with 2-metre wingspans near the tennis courts at Second Beach and Lost Lagoon. Last year, 86 heron pairs made 169 adorably awkward babies. If you’re a heron noob, the Stanley Park birds are classified as a species at risk in BC. Adults and kids get gooey over their birdy antics. While they’re remarkably used to being watched by humans, it’s important to be respectful of the nesting grounds and observe from afar.

2) Party at CelticFest Celtic Village, Saturday, March 16-Sunday, March 17
Come hungry and bring your mini Bravehearts. The free CelticFest party at Celtic Village (11am-6pm, Saturday; 10:00am-5:00pm, Sunday) on Granville Street (between Robson and Nelson Streets) has live music, crafts, food and a Kids’ Celtic Corner with song and dance, face painting and swordplay demos.

3) Cheer the Vancouver St. Patrick’s Day Parade, Sunday, March 17
Wear green and shake your shamrocks. The annual parade takes place at 11am March 17, drawing 350,000+ eager spectators. Over 2,000 participants march through downtown Vancouver including Celtic and Irish dancers, award-winning pipe and drum bands, acrobats, stilt walkers, antique vehicles, the Vancouver police motorcycle drill team, and more. 4) Bike or walk the early cherry blossoms via Vancouver Cherry Blossom Festival, ongoing
Get outside: the annual Vancouver Cherry Blossom Festival doesn’t kick off until April 4, but that doesn’t stop the VCBF Cherry Scouts from reporting on what’s blooming now. Check out their list of locations that are pretty-in-pink now and take a self-guided tour.

5) Make Spring Break crafts at Granville Island Kids Market, March 18-22; March 25-29
